CE4 Cart 3.1.0 BETA has been added to the CE4 Cart SKU for download, alongside the existing pre-beta 3.0.5a version. The changelog for the new beta is massive, and you can see it here. Among other things, the update includes features for the new EU VAT requirements.
This is a beta build intended for testing, so we strongly advise against using this for your main shopping cart. But please set it up someplace, kick the tires, and come back at us with feedback via the forum. The more feedback we get and the sooner we get it, the sooner we can have this thing out of beta and ready for use with your clients.
To get the beta, access your existing CE4 Cart order via the blog sidebar, under "Find Your Order". The beta version file download is clearly labeled.
